I think that maybe some type of fiction story of scouts in today's world that was continued each month might be interesting and might get the scouts to read and talk about the magazine more than they do. They were able to put their scout skills into use in the different chapters of the story. followed the adventures of a couple of scouts that found a Time Machine. If I remember correctly the story ran in few different months, it was written as a "continued story til next month".
